央行票据是中国人民银行发行的短期债券。之所以把中央银行债券称之为央行票据，主要是为了突出其短期性的一个特点。
央行票据的期限较短，以3月期、6月期、1年期为主。
央行票据与其他债券有一个最大的区别：绝大部分的发行人去发行债券都是为了融资，而央行发行票据是为了减少商业银行的可贷资金量，调整市场资金的流动性。
